In 1991 The Soviet Union dissolved and later became the Russian Federation.

In the restructuring and chaos, international copyrights were not recognized
and private pressings of foreign CDs were legal as long as they contracted with the
Russian Author Society (which was significantly less expensive).
This legal loophole was closed in 2006.
